Scott is simplifying. Peter wants and needs from Stiles so much more than just romantic relationships. Actually, I think, that that aspect of their relationships is pretty low on Peter's list of priorities - it's just a pleasant bonus.
I have a feeling, that, if Stiles declined his... courting?, Peter would be pretty content to remain as his closest friend.
After all, Stiles' chances to find his intellectual equal (again) to fell in love and leave Peter are very slim.
Besides, if Peter was really claiming Stiles as his romantic partner, why was he so surprised when the boy decided to reciprocate?
